Iraq faces thorny files with half a government 12/10/2018 A year after the declaration of Iraq "victory" on the organization is urging the country itself today is blown by the political competition, which neglected in the days of war, and in front of several challenges not the latest deficit in social solutions and agreement on a government, according to experts. "Nearly 40 years ago, Iraq was known only for war, from the war with Iran (1980-1988) to the invasion of Kuwait and its aftermath (1990-1991) through the international embargo and the US invasion of the country (2003)," the report said. 2011), leading up to the civil war and then the entry of an organization and its control and control of nearly one third of the area of Iraq in 2014.Three years of bloody war ended last December, with Baghdad declaring victory over extremist organization and defeating it from the country. "This is not the first time that Iraq has won a military victory. There are several tasks already accomplished, but the most challenging victory today is political victory, which has long been postponed," says Shatham House researcher Renad Mansour. "Nobody was really ready to find a political solution, they were treating the symptoms, not the roots of the problem," Mansour said.On the day of "victory," Iraq entered the post-jihadist era. The country witnessed legislative elections last May marred by doubts and challenges, and ended with a manual recount that produced a new parliament that was absent from the majority. And here came the hour of politics, "which is the root of the problem, and quotas and Tgnem career under the name of party rivalry," according to an analyst told the Iraqi political analyst Jassem Hanoun.Since then, "Iraq continues to live in a period of transition, political instability and a lack of clear vision for the country's administration," Hanoun adds. - Half a government between resignation or "close solution"? -Five months after the election, Adel Abdul Mahdi was appointed to form a government before the beginning of November. But the new prime minister, who is one of the country's rare consensus figures and is under pressure from the United States and Iran, has been able to present only 14 cabinet ministers because he has faced opposition from several members of parliament to some of his candidates, especially the main internal and defense portfolios. A source close to the government told Agence France-Presse that there is "a solution soon because it is about the liquidation of political accounts rather than a transitional period."But the challenges do not stand at the hurdle of forming a government. Today, the prime minister faces an enormous challenge in rebuilding a country devastated by battles to expel an oppressive organization from the north and west of the country over three years. About 2 million people displaced"After the victory over a preacher, people were looking for a better life, there was hope," Mansour said. "Today they are asking themselves whether this political elite is capable or even ready to deal with the roots of the problem."The situation remained the same in areas liberated more than a year ago. No plan has been put in place for the return of the displaced or for the reconstruction of the affected areas, despite a major donor conference in Kuwait last February. To date, "more than 1.8 million Iraqis are displaced throughout the country, and about 8 million people need humanitarian assistance," according to a report by the Norwegian Refugee Council. More than half of the displaced have been damaged or destroyed, including in cities still under the rubble, such as Mosul and Sinjar Baghdad's authorities will also have to deal with the effects of protests, which have escalated and sometimes seen violence, in a country ranked 12th among the most corrupt countries in the world to demand public services, including unemployment and electricity. Iraq is currently negotiating with US companies GE and Siemens to restore power grid, which will be affected by US sanctions on Tehran, the main supplier, despite the US grace period for Iraq. "Yes, the time of war is over, and the next summer will be detailed for Abdul Mahdi," Mansour said. "People's war against the regime"All of this does not negate the fact that Iraq is experiencing a marked decline in violence compared to a year ago. Last November, Iraq witnessed the lowest number of civilian casualties in six years of violence in Iraq, according to the United Nations, and less than half the number of victims in the same month in 2017. But the continued fall of the victims shows that despite their defeat, the Da'id organization is still capable of launching attacks from their hideouts along the Iraqi-Syrian border. For example, the number of attacks in the province of Kirkuk doubled between 2017 and 2018, according to a report by the Center for Strategic and International Studies (CSIS), which indicates a decrease in the number of attacks against civilians and their rise against government and security institutions. But today's observers warn of another danger: the outbreak of an internal war between the major parties controlling the political scene, which was under one banner yesterday under the name of the popular mobilization forces and contributed significantly to defeating an oppressive organization. "Everything is expected today because of disagreements between the parties," he said, fearing that the country would witness "a Shiite-Shiite confrontation that could be the alternative disaster. "The source close to the government refutes this theory, saying "the fears are unfounded. There have been several opportunities for escalation and violence, but the armed groups have shown great discipline, especially as they are part of the government establishment. ""There is certainly conflict within the Shiite camp, but we will not see a militia war against another," Mansour said."I think the next war will be the people's war against the whole regime, not against anyone." https://www.nasnews.com/%D8%A7%D9%84%D8%B9%D8%B1%D8%A7%D9%82-%D9%8A%D9%88%D8%A7%D8%AC%D9%87-%D9%85%D9%84%D9%81%D8%A7%D8%AA-%D8%B4%D8%A7%D8%A6%D9%83%D8%A9-%D8%A8%D9%86%D8%B5%D9%81-%D8%AD%D9%83%D9%88%D9%85%D8%A9/

The crisis of "Dinar Alalak" pushing Iraq to open the files of currency bleeding and corruption exchange licenses 10/10/2018 For the third day in a row, the crisis of what is popularly known as "Dinars Al-Aalak" continues after the issuance of the new version of the Iraqi currency categories 250 and 500 dinars and 1000 dinars and the name of the Governor of the Central Bank acting Ali Muhsin Al-Alaq, which is contrary to the law that restricts the signature through the words of the Governor of the Central Bank or Signing above the words governor only. The new "Arab" received information from informed sources, confirming that the Iraqi parliament will discuss, Thursday, during its scheduled morning the crisis of the new currency , while calling for deputies of the Sadrist movement and the Communist Party and the Axis Alliance to open the file of the Central Bank of Iraq fully and investigate charges The bleeding of the hard currency and the selectivity of the bank in granting work permits to exchange and transfer companies, and procedures for the sale of the dollar, as well as the reason for the survival of the post of governor by proxy. An official in the legal department in the Iraqi parliament for "the new Arab", it is scheduled to be opened these files during today's session, and in case of any circumstances or lack of completion of discussions will be completed the next session on the requests submitted to the President of Parliament by deputies. The parliamentary official, who declined to be named, that the repercussions of the crisis put the central bank governor on the currency in contrast to the Iraqi law sparked a wide debate on the street, which led to the direction of Parliament to open the file of the bank as a whole. The governor of the current bank is a member of the Islamic Dawa Party led by Nuri al-Maliki, and took the post of acting governor in 2014 and was before Secretary General of the Iraqi Council of Ministers during the first and second Maliki. The issuance of the new Iraqi currency within the treatments of the crisis of cash and the damage of small currencies in the category of 250 dinars and 500 and 1000 dinars, and carried the new currencies, another change sparked a controversy, raising the verse "Say Allah is one" for the Iraqi currency, which is a tradition since the Abbasid state in Baghdad and until today , And was replaced by a painting of the marshes of southern Iraq, which are natural water bodies listed on the World Heritage List recently. Official in The Central Bank of Iraq confirmed to the "new Arab" that what has been offered from the banknotes actually in the market during the past days through government and private banks amounted to about 7 billion dinars, and there are about 40 billion more ready to put in the market gradually during the coming period all bear the name And there are other sums that will reach Iraq, also printed in Switzerland. The official, who declined to be named, added that another huge amount of the new currency was due to drop to the Iraqi market in early November, but there are doubts about this possibility because of strong opposition by parliament and demands to withdraw what was removed to the market immediately. For its part, the Central Bank of Iraq issued a statement saying that "the bank has the right under the regulations to determine the categories of currency and metals, paper and its dimensions, forms, material, content, weight, design and other features. He stressed that "the banknotes in various countries contain the signature of the issuing authority, which is the governor of the Central Bank. Some of them put the signature of the governor on his name, including the person who puts the signature without a name. The central bank cited the dinar currency issued in 1932, pointing out that this approach is adopted by the central banks of Egypt, Saudi Arabia, UAE, Lebanon, Turkey and others, so the Central Bank of Iraq decided to include the name of the governor when reprinting or issuing any cash, The trends found in the signature alone lack the significance required by the word (governor) on the banknote. While the move was considered a political propaganda for the governor of the Central Bank by proxy, members of the Iraqi parliament for the "new Arab" that the step indicates the weakness of institutions in the country to the extent that the government and parliament not aware of the new model of the currency only after it was issued. A member of the Iraqi parliament , Asaad al - Abadi's "new Arab", " The Governor of the Central Bank violated the law twice the first put his name on the new Iraqi currency, and the second that the law requires the bank to notify the Ministr of finance , the legislative, executive and regulatory institutions , such a move as stipulated in articles 32 And 33 of the law of the Central Bank of Iraq for 2004, so this error must be addressed, and is currently being developed frameworks and axes to open the case and discussed in the parliament and take decisions On the part of the member of the Interim Finance Committee in the Iraqi parliament Alia Nassif, the "new Arab", that "there Law The governor and the central bank must be adhered to and there is no provision in the law indicates that the name of the governor may be added to the currency in addition to signing. "Therefore I wish that the Governor of the Central Bank would not go in this direction because the perpetuation of the name shall be the work and the disengagement of the Central Bank of the existing pollutants either in the currency or the opening of private (private) banks absurdly ... These are the acts that perpetuate and not the name in the banknote, Nassif. for his part, MP said the national coalition Raad Aldhlki, for "new Arab", he said that if there were a real state of institutions there was a transparent debate on this subject with specialists in this field in order not to fall into these obstacles which we hope will not be negative repercussions on the people Iraqi and not be paid for through the worsening ofliving. Aldhlki explained that " The Iraqi parliament will issue a clear and explicit decision by themeeting, on Thursday, what he sees fit to contain this and treat. " Meanwhile, the Iraqi financial expert said Ahmed al - Hamdani for" new Arab " Al-Hamdani pointed out that the Iraqi currency is printed in Switzerland and the state costs large amounts in hard currency and can be considered as a net now because withdrawing or destroying it means losing large amounts of money to Iraq, but at the same time the central bank governor and its board should be held accountable not only for the currency but also for charges and defaults Many people talk about, from specialists and observers since the transformation of one of the most important positions in the Iraqi state from the position of Mali to another political, according to his saying. https://www.alaraby.co.uk/economy/2018/10/10/%D8%A3%D8%B2%D9%85%D8%A9-%D8%AF%D9%86%D8%A7%D9%86%D9%8A%D8%B1-%D8%A7%D9%84%D8%B9%D9%84%D8%A7%D9%82-%D8%AA%D8%AF%D9%81%D8%B9-%D8%A7%D9%84%D8%B9%D8%B1%D8%A7%D9%82-%D9%84%D9%81%D8%AA%D8%AD-%D9%85%D9%84%D9%81%D8%A7%D8%AA-%D9%86%D8%B2%D9%8A%D9%81-%D8%A7%D9%84%D8%B9%D9%85%D9%84%D8%A9

An astounding report of astronomical figures is the value of retirement pensions for parliamentarians who have seen the disclosure 12/9/2018 An astounding report of astronomical figures is the value of retirement pensions for parliamentarians who have seen the disclosure Today, the head of the National Retirement Authority, Ahmed Jalil al-Saadi, revealed that the rights of the pensioners are very high and exaggerated, among that the cancellation became the hands of the Federal Court. "The appeals filed by the government before the Federal Court suspended the implementation of some paragraphs of the law of the House of Representatives, especially with regard to the rights of deputies pension." He revealed that "the pension rights of deputies organized by the law of the House of Representatives is very high costs on the state budget," asserting that "the waiver has ended the claim for all pension rights contained in a material of the law of the House of Representatives." The Speaker of the House of Representatives Halabousi has informed members of the Council in a meeting, on Thursday, 6-12-2018 that the House of Representatives has waived the paragraph on the rights of pension to the deputies before the Federal Court, but members of the parliamentary legal committee said that the Parliament is not entitled to make any concession unless Deals with these problems and disagreements with a second amendment, expecting some Federal Court unconstitutionality of some paragraphs of the law during the next few periods. The law requires an increase in the years of service of the deputy to (15) years, though less than that, until the retirement is granted, even though the general pension law stipulated a real service not less than 15 years and not less than 50 years. The law grants half of the pension rights to those who have not reached the age of 50, and the appointment of the former counsel is considered permissible, although the Parliament has not voted on them. The law approved the appointment of the Secretary-General and his two deputies, although the Parliament did not vote on them. The Council of Representatives prepared a draft of the draft law of the House of Representatives and its composition since 2011, which was suspended in time because of the dispute between the blocs on the privileges of deputies and the granting and distribution of the powers of the President and his deputies and how to take decisions https://www.yaum8.com/2018/12/09/%D8%AA%D9%82%D8%B1%D9%8A%D8%B1-%D8%B5%D8%A7%D8%AF%D9%85-%D8%A7%D8%B1%D9%82%D8%A7%D9%85-%D9%81%D9%84%D9%83%D9%8A%D8%A9-%D9%87%D9%8A-%D9%82%D9%8A%D9%85%D8%A9-%D8%B1%D9%88%D8%A7%D8%AA%D8%A8-%D8%A7%D9%84/

This is a great follow-up article to Guardian's post a couple of days ago. The parts that catch my interest are: The Iraqi Stock Exchange announced on Saturday that the 25th of this month is the last day for the trading of shares of its companies, indicating that it will open the way for brokerage firms to complete the settlement activity. "The end of the session on the 25 of December comes for the purpose of giving way to the brokerage companies to complete the settlement of activity in accordance with the procedures of Iraqi banks and the clearing bank." And The Iraqi Stock Exchange has used electronic trading systems and central depository since 2009 and seeks to launch the Internet trading system for investors Why do they need to complete the settlement activity? Why do they need a week for this? Is something going to be different starting on the 1st?:cool:

Iraqi official: delayed formation of the government impede the use of the funds of the Kuwait Conference 12/7/2018 The head of the reconstruction fund for Iraq's affected areas, Mustafa al-Hiti, said the delay in the formation of the government in Baghdad has hindered access to loan funds and grants that were monitored by donors at the Kuwait International Conference on Iraq Reconstruction. Al-Hiti said in a press statement that "the reconstruction fund is suffering from a lack of funding and is currently dependent on the financial allocations from the federal budget in Iraq. ""The fund did not spend for two years from November 2016 until last November, only $ 81 million to implement 499 projects, including 325 completed completely. "Regarding the funds pledged by the donors at the Kuwait International Conference on Iraq Reconstruction, Heiti said that "most of these funds are investment loans and was approved with the end of the former Iraqi government. ""The world countries will not pay the money and the new Iraqi government is not yet complete," he said. "They want to have a state and know what the state is and how it will handle the money. "The Kuwait conference is not only about grants and money, but it has also made an important gain for Iraq when it was able to come up with a credible assessment that is almost as bad as the real need for rebuilding Iraq, which the World Bank has set at $ 88 billion," he said. "The fund currently has only 1.5 percent of the 88 billion US dollars. The countries participating in the reconstruction conference of Iraq had pledged in February to provide about 30 billion US dollars.
